'85 or '86 Bayou 300 Starter Kicks out or?

My Kawie is a 1985 or 1986 Bayou 300 originally bought by my Dad and it is giving me fits. I can't start it.

Battery is fully charged, neutral light shines bright, ignition button works, starter starts spinning then I get a horrible grinding noise.
I just replaced the starter thinking that was the prob. Nope
I replaced the chain last year. Nope

With the left cover off and trying it while watching it I see the starter spinning, the chain going but the electrical wheel thingy doesn't move with the big gear, something quits moving.

Are the big sprocket and the electrical part joined solid so they always move together or is there some sort of clutch or other device inside that might have gone bad?

Got her apart

The spring is not broke but looks a bit loose. When operated by hand the one way clutch seems fine. Could it be a problem that appears while using engine power but doesn't show up when just spinning it on the shaft by hand?

If I recall there are 3-4 Allen bolt that go through stator part to sprocket that tie them together
