2003 Lakota 300 Sport Will Not Start

I have a 2003 Kakota 300 Sport. It will not start or even sputter with starter fluid. Here is what I have done so far:
New spark plug
New CDI
New carb
Fresh gas
Checked valve clearance, correct
Checked cam timing, correct
Plenty of compression
Has spark
I have exhausted all I know. Any thoughts?
