What are the basics like compression, valve condition & timing...ect. How about fuel supply and condition?...system voltage...battery condition...has anyone taken a look at the rotor's key to ensure it's not shearing?

This 4 wheeler has been sitting for about 10 yrs, I've rebuilt the carb (used the 155 and 150 jets that came with rebuild kit) new spark plug, air filter, battery, etc. It will crank and idle fine but won't take throttle at all. Any suggestions? Thanks

New fuel tank and valve, new battery ( charged), I've done all the basics but thats about it, just cranked it today. It acts like it wants to take throttle but can't.
I really don't have a way to check compression nor valve, it ran good when parked.

I tried again today, I haven't taken anything thing new apart yet, it will take full throttle with the choke on but not with the choke off... ??? Any suggestions?
It acts like either its low on compression or its starving for fuel. Should be hard to find which one.
