If it's a CV carb, then air moving under the CV slide creats a low pressure area and there is a hole or port on the bottom of that slide the allows that low pressure ares to expand into the upper part of the CV slide area. That is contained by a diaphram and return spring so it raises and lowers depending on air flow volume. That slide raises...and lowers the control needle in the main port...if this is what it has. If not, then the slide and needle is controlled by the throttle cable. Post a pic of the carb and we can tell you which it has.

I really don't remember but the CV slide can only go in one way usually. What year 300 is this?Which side should that hole be,toward the engine or to rear of machine?
Here's where I'm at on the atv..I got a new carb,machine starts but will not take acceleration.Pops and bags and will stall if I keep accelerator pushed. I rechecked timing,right on the mark.Checked valves and they are correctly set.I pulled the plug and it was fouled.New plug made no difference.I just don't know where to go from here.It is a 1986 Kawasaki KLF300.Any help would be appreciated.thank you so much.
Well time to quit.I did as you suggested and change the jets from the original carb to the new one.It is doing the same.Starts right up but when I touch the throttle it just pops and bangs.I rechecked timing and valves and they are correct.Carb is mounted tight. I'm 75 and don't need the aggravation.Thank you so much for all your help.Will put it for sale as parts machine.Sounds like a fuel supply issue, also did you take the jets from the old carb and put them in the new carb?
often I find the replacement carbs have jets that are too small.
Then too if it is a cheap chinese carb, float level may be off, or heck I have gotten them with passages that were not even milled into the housing. It can be frustrating getting them to work.
