Primary Clutch Pic - Does this look normal?

Hi everyone.

I have a question on the centrifical clutch for my '97 Bayou. Haynes book says it should have .039" of lining material, which it does. However, the edges of the lining have crumbled away from the ends of the weights.

I'm not sure how far over the lining usually goes on the weights. Can anyone tell me if this is normal? It seems to work OK. Should I get a file and smooth out the rough edge to keep it from crumbling any more?

Thanks.
