If I understand correctly the intake cam has a two piece gear. As long as meshed to the exhaust cam gear all is well.
I assume the timing marks are on the outboard gear? So if installed wrong to the inner gear, the timing will be wrong?
How many possible positions are there for the two intake gears to be matched up so the lock bolt could be installed?
Looking at the pictures (from service book?) if looks like the exhaust cam has the lobe at 12 o'clock and the intake cam has a lobe at 3, maybe 4 o'clock. I would see if there is a hole for the lock bolt with the intake cam at this position.

A little more searching I found the timing marks for the cams are on the inboard side of the gears. So for the outer gear on the intake, I would install which ever hole looks like the best match for the gear teeth to line up.
How many choices do you have?

I do not understand the engineering behind it either. Have you removed the outer gear to see if the retaining ring behind it is keeping the gear from moving?
