I was pulling the taillight bulb and I found this connector folded up and zip tied with the taillight wires and I have no clue what it is? Maybe to wire in aux taillights? Has constant 12v with key on and off.

Yep, auxiliary wires with 5 amp fuse. Used for license plate light or reverse lights.

If for a reverse light why would it have constant key-on power?
Don't know why, but if you're interested in doing it, VFJ can tell you how to do it. He told me once, but it's been too long ago.🙁 I do remember him saying there were two wires in that plug, one was key-on power and the other was grounded through the reverse switch.
